Steve Beshear and Jerry Abramson know how to bring business and government together to create jobs for Kentuckians. Each has a long, successful record of attracting companies to the state, as well as helping existing businesses grow and thrive. Their collective experience is what Kentucky needs to lead us out of the recession.

Governor Beshear took a stand for hard-working Kentuckians in the summer of 2009 when he persuaded the General Assembly to overhaul the state’s economic development programs.  Called Incentives for a New Kentucky, the modernized and streamlined economic incentives toolbox established a more business-friendly environment in Kentucky.

Since then Beshear has helped bring hundreds of projects totaling more than $2.2 billion in potential investment into the Commonwealth. The developments represent nearly 19,500 jobs created or saved.

Helping Small Business Create Jobs

Governor Beshear understands that economic revitalization must come from the ground up, so he developed and expanded a series of initiatives designed to increase resources for small businesses. Most community businesses are locally-owned, employ local workers and recycle dollars within the community. Small businesses are increasingly relied upon to help lead us out of the recession. Therefore, these are some the most critical investments the Commonwealth can make.

  • The Small Business Development Credit Program helps companies create jobs and make critical investments they need to prosper. It provides tax credits to businesses that create, fill and maintain one or more new, eligible jobs while investing in equipment or technology.
  • The Kentucky Export Initiative is a statewide program aimed at expanding opportunities and increasing resources for small- and medium-sized businesses in Kentucky seeking to establish international trade relationships.
  • Gov. Beshear expanded the Kentucky Micro Enterprise Loan Program to 25 counties. Microloans offer businesses a small loan and allow them to make critical investments in order to survive, change directions and grow. With this expansion, small businesses in all 120 Kentucky counties have an alternative to conventional funding mechanisms.
  • The Minority and Women Business Enterprise Certification Program increases the ability of Kentucky companies businesses that are at least 51 percent owned by women or racial or ethnic minorities to qualify or compete for work in other states that require certification by a statewide entity.



Job Creation Highlights

Governor Beshear has led several significant job creation and retention efforts in Kentucky over the last three years. His leadership has brought new, exciting opportunities to the Commonwealth, as well as saved the jobs of thousands of Kentuckians. These opportunities include:

  • Proposed, pushed and passed legislation designed to attract legacy tourism projects. As a direct result, Kentucky will host its first ever NASCAR Sprint Cup race at the Kentucky Speedway in 2011. The race is expected to have an economic impact upwards of $150 million.
  • Helped develop the National Battery Manufacturing Research and Development Center. The venture is a collaboration between the Commonwealth, the University of Kentucky, the University of Louisville and Argonne National Laboratory, the country’s leading federal lab for transportation-related research and development. Kentucky has a reputation for manufacturing quality vehicles, but with the arrival of Argonne, the state can also be a leader in creating advanced battery technology for the cars of the future.
  • Worked closely with Mayor Abramson and General Electric on two major announcements at Appliance Park that happened within a six month period. In all, the company’s commitment to open three new product lines amounts to a more than $150 million investment that created approximately 850 jobs.
  • Appointed an Appalachian Regional Commission Economic Development Coordinator to coordinate efforts in Eastern Kentucky by the Cabinet for Economic Development, the Tourism, Arts and Heritage Cabinet and the Department for Local Government.
  • Joined with Mayor Abramson and Ford Motor Company in announcing an overhaul of its Louisville Assembly Plant into one of the most flexible automotive manufacturing sites in the world. The facility’s transformation and modernization will enable it to simultaneously build up to six vehicles. It is a $600 million investment that will create 1,800 jobs over time.
  • Overseeing the final phase of the Base Realignment and Closure transition of Fort Knox. This multi-year project is the most significant economic development happening in Kentucky, with the expectation of nearly 8,000 new jobs, an increase in the payroll at Fort Knox of well over a billion dollars and a massive influx of families. The state has invested millions of dollars for transportation, water, sewer and facilities infrastructure to support the rapid growth of the region.
  • Helped Kentucky successfully host the World Equestrian Games, an international event never before held outside of Europe, and the 2008 Ryder Cup tournament at Valhalla.
  • Ø  Launched Kentucky’s Adventure Tourism initiative, which seeks to develop more trails in Eastern Kentucky for hiking, biking camping, boating, fishing, hunting, off-roading and horseback riding. The initiative creates direct and indirect jobs through small businesses and increases tourism in the area.
  • Fighting to protect Kentucky’s equine industry, which is critical to the overall economic health of our state. This part of our agriculture sector alone employs upwards of 100,000 Kentuckians, and makes a $4 billion economic impact on our state each year. As the state’s signature industry, it is critical for Kentucky to maintain its title of “Horse Capital of the World.”

Union County Livestock creates 25 jobs in Uniontown

The Lane Report reported that Union County Livestock will add 25 new jobs and expand its Uniontown plant.

Governor Steve Beshear today announced Union County Livestock will add a new product line at its Uniontown plant. The expansion will allow the company to create 25 new, full-time jobs and will entail a capital investment of $860,000 in the commonwealth.

“More than two dozen people will have new employment opportunities as a result of Union County Livestock’s expansion,” Gov. Beshear said. “Projects like this one demonstrate the successful partnerships we’re creating with our local communities and existing industries to create jobs for Kentuckians and bring in new investment to the state. I congratulate Union County Livestock on this exciting expansion.”

Hitachi creates 130 new jobs in Berea

WLEX reported that Hitachi Automotive Systems America Inc. will create 130 new jobs at its new manufacturing plant in Berea.

Governor Steve Beshear on Tuesday joined community leaders and officials from Hitachi Automotive Systems Americas Inc. to announce the company has selected the community for its third Kentucky manufacturing facility.

The new plant, which will produce electric drive motors for hybrid and electric vehicles, will create 130 new jobs and a more than $74.5 million investment in the Commonwealth.

"Hitachi is a shining star in Kentucky's automotive industry," Beshear said. "Not only will this latest expansion bring Hitachi's Berea workforce to more than 1,070, it also enhances Kentucky's profile in the advanced hybrid automotive industry. We're positioning Kentucky to become the epicenter of the advanced automotive manufacturing industry, and strong relationships with companies like Hitachi are a cornerstone of our success."

Clopay Plastic Products secures 290 jobs in Bracken County

MFRTech reported that Clopay Plastic Products Company, Inc. will secure 290 jobs at its Bracken County plant.

Governor Steve Beshear today announced the expansion of Clopay Plastic Products Company Inc. in Bracken County. The global leader in specialty films, extrusion coatings, custom printing and engineered laminations will add 62,000 square feet to its Bracken County facility. The expansion will also secure the jobs of 290 workers at the plant.

“Job retention is a vital part of economic development, and the expansion of Clopay in Augusta will ensure 290 people remain on the job,” Gov. Beshear said. “The Commonwealth is delighted that this longstanding corporate citizen is making critical investments in its Kentucky plant and will continue to provide a positive economic impact on the Bracken County community.”

Clopay, Bracken County’s largest employer, produces a variety of products used in the hygienic, healthcare, protective apparel and industrial markets. Construction at its existing 289,000-square-foot facility, as well as the addition of new equipment will result in a total investment of nearly $12.3 million.

CSN Stores creates 105 new jobs in Hebron

WLWT reported that CSN Stores will add up to 105 new jobs in Hebron at its new distribution hub.

Kentucky Gov. Steve Beshear announced Monday that the online retailing company CSN Stores will open a new distribution hub in Hebron.

The new distribution center, representing an investment of nearly $7.7 million, will create up to 105 new jobs in the northern Kentucky region over the next few years, Beshear said.

"The ability to ship products to customers in the most efficient and timely manner possible gives companies a competitive advantage," Beshear said in a news release. "CSN Stores’ decision to add a Northern Kentucky distribution center to its network will certainly benefit its customers nationwide and our local job seekers."

Apace Packaging Creates 35 New Jobs in Fountain Run

The Bowling Green Daily News reported on Apace Packaging's expansion, which will add 35 new jobs in Monroe County.

Two area economic development announcements Thursday will bring 40 new jobs to the region.

One of those announcements - in Fountain Run in Monroe County - drew the support of Gov. Steve Beshear and a contingent from the Bowling Green Area Chamber of Commerce.

Monroe County is one of 10 counties in the Barren River Area Development District that partners with the chamber to promote regional economic development.

In Fountain Run, Apace Packaging will add 35 new full-time jobs with a $5.15 million investment for new production capabilities.

WLEX18 reported July 18th that 50 new jobs would be added in Corbin. 

 

Governor Steve Beshear joined community leaders and officials of TrollandToad.com in Corbin Monday for a ribbon-cutting ceremony celebrating the expansion of the company's Kentucky operations.

The 18-year-old company, which is one of the world's leading online retailers of collectible games, moved into a new location in Corbin and has added 50 new jobs, bringing its total employment to more than 160. Over the next two years, the company plans to hire 100 more employees, for a total of more than 250 employees.

The company will invest $3.3 million and initially create 50 new jobs, growing to 95 jobs over the next several years.

75 New Jobs Added at Pella in Murray

The Murray Ledger & Times reported that Pella Corporation is adding 75 new jobs in Murray.

Gov. Steve Beshear congratulated community leaders for making Murray and Calloway County a good climate for business and industry Wednesday during a ceremony at Pella Corporation announcing expansion that will bring 75 new jobs by the first week in June.

Plant manager Doug Dieleman said to a round of applause that 37 jobs were added in March and 23 new workers would come on board Monday. In June, 15 more will be added for a total of 75 new jobs put in place because of expansions since the beginning of the year, Dieleman said. He said the expansion was driven by demand for the company’s energy-efficient Pella 350 Series of windows and doors.

The Commonwealth Journal reported on the decision by UGN Inc. to bring 50 new jobs to Pulaski County.

Gov. Steve Beshear joined community leaders and officials from UGN Inc., in Somerset yesterday to announce the company is expanding its 300,000 square-foot manufacturing operation. The project will result in 50 new jobs and a nearly $5 million investment in Kentucky.

Railway Age reported on Invensys Rail Coporation's expansion that will add 75 engineering jobs in Louisville.

Invensys Rail on Thursday said it will expand its North America headquarters staff in Louisville, Ky., adding 75 engineering jobs.

Invensys Rail will invest $3.2 million and lease an additional 4,000 square feet at its existing 120,000-square-foot Eastpoint Business Center in Louisville, the company said.

The Bowling Green Daily News covered GM's announcement that the company will be expanding its Bowling Green facility and adding 250 new jobs.

General Motors will invest more than $130 million and hire 250 employees at its Bowling Green Assembly Plant, which will produce the next generation of the Chevrolet Corvette.

GM North America President Mark Reuss brought the news today to the plant’s 471 employees, about 400 businesspeople and numerous officials, including Gov. Steve Beshear, at the assembly facility, which began as a Chrysler air-conditioning manufacturer.

Reuss said he came to Bowling Green today to assure the world that “this team in this plant in Bowling Green, the home of the Corvette,” will be where the next generation Corvette will be built.

The company's latest expansion will involve the installation of a paper machine that will produce about 75,000 tons of towel and tissue products per year, as well as enhance manufacturing capabilities of existing assets.

250 jobs created at Uflex in Elizabethtown

Bloomberg Businessweek reported on Governor Beshear's historic work with Indian officials to bring Uflex's first North American factory to Kentucky:

After a speedy trip to India, Kentucky Gov. Steve Beshear said Wednesday that he has inked a deal with a New Delhi company that will build a $150 million factory in Elizabethtown that could employ up to 250 people within three years.

Beshear said Uflex Ltd., which manufactures flexible packaging materials, will receive state tax incentives, which the Kentucky Economic Development Finance Authority tentatively approved Wednesday morning.

Plans are to build the plant in two phases, the first of which could be operating by late next year, creating an initial 125 jobs that pay roughly $16 an hour, according to the plan submitted to the state.

"It's obviously important in and of itself because it will have a great economic impact on Kentucky, but the additional importance of this is the fact that locating a company like this in Kentucky, we think, will open up the gates for more Indian companies to locate in Kentucky," Beshear told reporters Wednesday morning.

The Morehead News reported on Governor Beshear's announcement that Simba USA is closing a plant in Mexico and expanding it's plant in Rowan County:

It might be called NAFTA in reverse with U.S. jobs coming back across the border. By any description, it was great news.

Gov. Steve Beshear came to Rowan County Thursday to announce a $2.25 million plant expansion and the addition of at least 20 jobs by Simba USA as a result of closing a plant in Mexico.

The company manufactures customized towels for several retail markets with a focus on the golf industry.

“The expansion of Simba USA is great news for the Morehead-Rowan County area and the Commonwealth,” Beshear said. “This multi-million dollar investment means this company not only maintain its existing workforce but will add 20 new jobs and provide a significant boost to the local economy. We’re proud that Simba USA chose to reaffirm its commitment to Kentucky and make MMRC, Morehead and Rowan County the focus its future growth.”

More jobs are on the way to South Central Kentucky.

The facility produces Airbag Safety System Inflators.

That’s why the applause flowed freely in a now-empty building off of Ky. 461, where Gov. Steve Beshear announced Monday that an expected 160 new jobs are on the way.The spec building located behind the TTAI plant on Pin Oak Boulevard will house the new local facility for Hendrickson USA, which has been an industrial fixture in Pulaski County since 2007.

Hendrickson is investing nearly $8 million in the expansion — set right across the street from the company’s current facility here in the county — with the result being an additional 160 full-time jobs. Gov. Steve Beshear on Wednesday joined community leaders and SORD KY LLC officials in Frankfort to announce the company has chosen to locate its first U.S. manufacturing, warehousing and distribution operation in Franklin County.

The Australian-owned company will create 81 new jobs and invest more than $2.1 million in the Commonwealth.

"I'm pleased to welcome SORD KY to the Commonwealth as Frankfort's newest corporate citizen," said Beshear. "This new manufacturing, warehousing and distribution facility, the company's first in the U.S., will have a positive economic impact. We're pleased to partner with SORD in this effort to help bring 81 new jobs to Frankfort."

SORD KY will manufacture tactical nylon products, including backpacks, load bearing garments, pouches, belts and other military accessories. Production at its newly leased 15,000 square-foot facility on Commerce Blvd. is expected to begin in September 2011.

Gov. Steve Beshear today joined community leaders and company executives from Plastikon Industries Kentucky in Leitchfield to announce the company will expand its Grayson County operations.  The automotive supplier will acquire a second facility with 90,000 square-feet, located at 918 Commerce Drive.  The growth will result in 100 new jobs and a capital investment of $6.35 million.

Plastikon Industries Kentucky manufactures plastic automotive interior trim for tier-one and tier-two suppliers.  The company, formerly known as Inplast, has been operational in Leitchfield since 2006 and currently employs 120 people.  The second facility is expected to be operational by April and in full production by the end of November 2011.
